Navajo County Horse Achievement Committee (HAC) General Rules

 

In addition to the Navajo County Fair, 4-H, and Arizona State 4-H Horse Show Rules 2009-2011, the following specific rules shall apply to all HAC members as approved on January 14, 2010.

 

  1. Each exhibitor must be an active, bona fide member of 4-H. (State rule pg. 3, #2).  They must reside in Navajo County, or be party to an agreement between Navajo County and an adjoining County, allowing them to exhibit at the Navajo County Fair.  The Navajo County HAC will be responsible for administering this rule.  Exhibitors must be enrolled by January 20th.  Any new members or clubs must be enrolled by April 1.

 

  1. (State rule pg. 3, #6)  To show a Horse, an exhibitor must be 5 years old by January 1st, of the project year. 

 

  1. All exhibitors must have a horse identification page (to be provided), turned in by June 1st.  This page must be filled out, including attached pictures of the horse showing the front, left side, and right side of the horse.  Any possible horse must be turned in as a project horse.  These pages will not be returned, but will be kept on file by HAC and the fair board.  In the event that a horse cannot participate in the fair, it is the participantŐs responsibility to bring this to HACŐs attention within 48 hours of the complication.  At this time HAC will determine possible solutions.

 

  1. The exhibitor must have purchased or signed a lease agreement 90 days prior to the county fair.  This must be included in the record book.  The exhibitor must be able to exercise reasonable control over the animal.  Any exhibitor/horse not meeting these standards will be removed from the fair and will be unable to compete. 

 

  1. Other requirements for participating in the Navajo County Fair:
    1. Participants must attend nine (9) project meetings
    2. Participants must present a 4-H Demonstration on any 4-H project.
    3. Participants must have their record book up to date and turn the record book in by a date determined by HAC at least 2 weeks prior to the first date of the Navajo County Fair.  If the record book is incomplete and not made current, the participant will be excluded from exhibiting at the Navajo County Fair. 

 

  1. All exhibitors are required to show in the Showmanship (halter) class in order to compete in any other class or classes.

 

  1. All members and parents will sign an agreement indicating they have received a copy of the HAC General Rule and CODE OF CONDUCT and agree to abide by them.  The parent is responsible for knowing the AZ State Fair 4H Show Rule Book 2009-2011.  The Club Leaders are responsible to have a signed copy of this agreement for every exhibitor in their club to HAC by June 1st.

 

  1. All Horse exhibitors will be given three numbers to be worn when exhibiting.  One must be worn on the exhibitors back for showmanship and bareback; two numbers must be worn on the Left and Right side of the horse during all judged events.  (Western, English, Ranch Activities/Roping.) 

 

  1. All exhibitors are to conduct themselves consistent with the standards of 4-H.  This includes proper manner and dress in all classes.  English Attire (State Rule pg 9, #3) Western Attire (State Rule pg. 15, #2) all exhibitors, parents, and others having contact with horse must wear close-toed shoes at all times when around horses. (State rule pg. 4, #31)    The purpose of the dress code is to provide safety for those coming into contact with the horse.  Any gross violations of this standard, as interpreted by the HAC chairman may be grounds for expulsion of the exhibitor and forfeiture of all awards and premiums.

 

  1.  Inappropriate language or conduct by exhibitors, parents, leaders, or volunteers  is prohibited, and may be grounds for disqualification or expulsion

  1. Exhibitors can only participate in the events they signed up for on their fair entry forms.  Exhibitors my NOT add classes on the day of the fair.

 

  1. The order of classes will be posted at least one (1) hour prior to show.

 

  1. (State rule pg. 3, #17)  Each class will be called at least one time prior to entering the show ring and then the gate will be closed after the 2 minute call, unless the gateman has been notified of a tack, equipment, or clothing change.

 

  1. Separate High Point awards will be given in Western Judged Events, English Judged Events, Roping/Ranch Activities, and Timed Events for Pee Wee, Junior, and Senior Exhibitors.

 

  1. Points will be awarded according to class size and place in class up to six (6) points. 
    1. For example:

                                               i.     Classes with 4 or more competitors will be awarded 4 points for 1st place, 3 points for 2nd place, 2 points for 3rd place, and 1 point for 4th place.

                                             ii.     Classes with 3 competitors will be awarded 3 points for 1st place, 2 points for 2nd place, and 1 point for 3rd place and so on.

 

  1. (State rule pg. 4, #19)  Exhibitors must prepare their own animals without assistance, except in holding, leading, loading, or where there is a question of safety, i.e., small children cannot reach.
  2. (State rule pg. 4, #20) From the time the horse enters the grounds, no trainer or person other than the 4-h exhibitor may ride the horse and/or assist the exhibitor.  This rule does not apply to co-contestant in team roping classes and pee-wee contestants.

 

  1. All decisions of the judges are final.  (State rule pg. 5, #4)    Judges will render no award when, in their opinion, an exhibitor or an animal is not worthy of such award.  Any protest must be made upon completion of the class competition to the HAC chair and followed-up in writing within one hour.  The written protest must be submitted to the HAC chair.  The protest determination must be completed on the day of the show while the judge is present. 

 

  1. NO ONE, other the owner of the horse is to touch or feed animals that do not belong to them without permission of the owner.

 

  1. (State rule pg. 4, #29) The use of drugs in horses participating in the State 4-H Horse Show is prohibited unless the drugs are prescribed, for therapeutic reasons, by a licensed veterinarian and do not pose a safety hazard.  Violations of this rule may result in disqualification from the show or the revocation of awards and placings.  If a health problem exists, bring it to HACŐs attention immediately.

 

  1. Consumption of alcohol or the use of tobacco and/or illegal drugs on the premises will result in automatic disqualification of the exhibitor.

 

  1. All rules are subject to interpretation by HAC.  Their decision will be final.  Willful violation of the rules will be subject to disciplinary action, including the refusal of entries or the removal of entries at this and subsequent fairs.

 

  1. All Arizona State 4-H Show Rules will be enforced.
